DSA Compliance (Regulation (EU) 2022/2065)
This page sets out our contact points for authorities and for recipients of the service, how we give effect to orders from authorities, ArtVinci's classification under the Digital Services Act, and how you can report illegal content to us.
1. Who provides the service
The artvinci.ro service is provided by ARTVINCI S.R.L., registered office at Aleea Lungulețu nr. 6, bl. D14, sc. E, et. 2, ap. 185, București, Sector 2, entered in the Trade Register under no. J2024039822006, tax identification number 50857650.

2. Single point of contact for authorities (art. 11)
The single point of contact through which Member State authorities, the European Commission and the European Board for Digital Services can communicate with us directly, by electronic means, is:
We accept communication by electronic means at this address. The declared languages of communication are Romanian and English.
3. Single point of contact for recipients of the service (art. 12)
If you are a user, customer, artist or visitor of the platform and you have a matter falling under the Digital Services Act, you can write to us at:
Messages received on this channel are read and handled by a person. The channel does not rely solely on automated tools.
The „Meșterul" assistant on the site is a help feature for framing questions and is not a DSA contact channel. Neither the general contact form nor any other automated channel replaces the contact points designated above.
4. Legal representative in the Union (art. 13) — not applicable
ARTVINCI S.R.L. is established in Romania, a Member State of the European Union. The obligation to designate a legal representative in the Union, laid down in art. 13, applies to providers not established in the Union and therefore does not apply to us.
5. Orders received from authorities (art. 9 and art. 10)
Orders issued by the competent judicial or administrative authorities to act against illegal content (art. 9) and orders to provide information (art. 10) are received at the contact point in section 2.
- We inform the issuing authority of the effect given to the order and of the moment at which it was given, using the contact details stated in the order.
- We inform the affected recipient of the service of the order received and of the effect given to it, at the latest at the moment the effect is given.
- The affected recipient is informed unless the issuing authority has required otherwise, for example where informing them would prejudice an ongoing investigation.
6. ArtVinci's classification and the resulting exemptions
ArtVinci is a micro-enterprise operating an online platform allowing consumers to conclude distance contracts with traders (a marketplace), within the meaning of Regulation (EU) 2022/2065.
The following exemptions follow from that classification, and we state them explicitly:
- the Section 3 obligations (art. 20–28), including the art. 15 transparency reports, except art. 24(3);
- the Section 4 obligations (art. 30–32), on trader traceability.
Art. 24(3) still applies: on request from the Digital Services Coordinator or the European Commission, we communicate the average monthly number of active recipients of the service, calculated over the previous six months. We use no traffic analytics tool, no tracking script and no per-visitor identifier to produce that figure.
7. How to report illegal content to us (art. 16)
Any individual or entity can notify us of content present on artvinci.ro that they consider illegal. The mechanism is free of charge, available through the form linked below, and requires no account.
What a notice must contain
- a sufficiently substantiated explanation of the reasons why you consider the information in question to be illegal;
- a clear indication of the exact electronic location of that information — usually the exact URL — and, where necessary, additional information allowing the content to be identified;
- the name and email address of the individual or entity submitting the notice. These details are not required where the notice concerns an offence relating to the sexual abuse of minors within the meaning of art. 3–7 of Directive 2011/93/EU;
- a statement confirming your good-faith belief that the information and allegations in the notice are accurate and complete.
What happens after you send it
- We send you, without undue delay, an acknowledgement of receipt at the email address you gave, carrying a notice reference number.
- We later communicate the decision taken in respect of the reported content, together with information on the routes of redress available.
- If you leave us no email address — which is only possible for the minors category — the confirmation shown on screen is the only acknowledgement that can exist, and the decision cannot be communicated to you.
Who decides
Notices are assessed by a person, in a timely, diligent, non-arbitrary and objective manner. We use no automated means of decision-making either in receiving or in assessing notices.
Routes of redress
If you disagree with a decision, the following routes are open to you, and these are all the routes that exist:
- The artist’s contest: if your work was rejected on content-policy grounds, you may contest the decision once. The contest re-opens the case for the administrator, and the administrator’s decision on the contest is final. The route is available for content-policy rejections, and not for purely technical or quality ones.
- A complaint to ANCOM, the Romanian Digital Services Coordinator.
- Judicial remedies, before the competent courts in Romania.
ArtVinci operates no internal complaint-handling system within the meaning of art. 20 of Regulation (EU) 2022/2065: as a micro-enterprise, it is exempt from the Section 3 obligations. We would rather say so plainly than leave the impression of a route that does not exist.
8. Content rules and moderation
The restrictions we impose on user-uploaded content, how we moderate it and the route for contesting a decision are set out in full in the Terms of use, sections 5–9. In short: every work is reviewed by an ArtVinci administrator before publication, the decision is taken by a person, and we use no automated content classification.
We apply restrictions diligently, objectively and proportionately, case by case, having regard to the rights and legitimate interests of everyone involved, including freedom of expression.
